It has its own council, its own fire department, and a character that is distinctly its own within a metro area of 400,000. This guide covers what buyers need to know before they start searching.

Oak Bay Is Its Own Municipality

Oak Bay is a separate municipality from the City of Victoria, which surprises many buyers arriving from outside the region. It has its own property tax rate, its own zoning bylaws, and a development philosophy that has historically been conservative. The result is a neighbourhood that has changed slowly over the past 50 years, preserving the character of its housing stock in a way that more urbanized municipalities have not.

The municipality covers roughly 10 square kilometres and has a population of around 18,000 according to Statistics Canada 2021 Census data. It borders the City of Victoria to the west, Saanich to the north, and the ocean to the east and south. Most of the area is residential, with a small commercial strip on Oak Bay Avenue and a cluster of local shops at Estevan Village near the marina.

The Housing Stock

Oak Bay’s built form is defined by heritage character homes. The majority of detached housing was built between 1910 and 1960, spanning Edwardian, Tudor Revival, Craftsman, and Colonial Revival architectural styles. Garry oak trees are protected by municipal bylaw, and many properties include mature specimens that anchor the streetscape and the neighbourhood identity.

This means buyers are almost always dealing with older homes, even at higher price points. Oak Bay High consistently ranks among the top secondary schools in BC by academic outcomes according to the Fraser Institute School Report Cards, and this drives real, measurable demand from families with school age children, particularly in the Willows and South Oak Bay catchment areas.

Private school proximity is also a consideration. St. Michaels University School, one of BC’s most prominent private institutions, sits at the Oak Bay and Saanich border. Buyers targeting SMUS proximity typically focus on North Oak Bay and the Cadboro Bay area, which borders the school and UVic campus.

Price Ranges (2026)

Oak Bay is among the most expensive submarkets in Greater Victoria. Market benchmarks from 2025 and 2026:

Demand in Oak Bay is relatively stable compared to the broader Victoria market. The constrained housing supply (the municipality rarely rezones for added density) creates a floor under prices even in slower market conditions, which makes it historically one of the more resilient submarkets in a correction.

What to Watch for in Due Diligence

Buying a 1930s or 1940s home requires a more thorough inspection approach than buying a newer property. Common items in Oak Bay inspections include: knob and tube or aluminum wiring requiring a panel upgrade, cast iron or clay sewer laterals that may need lining or replacement, vermiculite insulation in attics (which may contain asbestos and requires professional testing before disturbing), and original single-glazed window systems that affect energy efficiency ratings.

None of these are disqualifiers, but buyers should budget for them. A pre-inspection before writing an offer is common in Oak Bay’s competitive segments, particularly on properties priced under $2M where multiple offer scenarios are still routine in a balanced market.

Comparing Oak Bay to Adjacent Neighbourhoods

Buyers who find Oak Bay pricing out of reach often look at the adjacent areas of Saanich East. Gordon Head real estate offers larger lots and a strong school catchment at prices typically $200,000 to $500,000 lower than comparable Oak Bay homes. Cadboro Bay real estate offers ocean proximity, a walkable village, and UVic access at prices that overlap with the lower end of the Oak Bay market. Both are worth touring alongside Oak Bay to calibrate what the premium actually buys you.
